NOTIFICATION TO THE PARTIES No. 831 Geneva, 21 December 1994 CONCERNING: Review of the effectiveness of the Convention: Call for Proposals In accordance with the decision of the ninth meeting of the Conference of the Parties to conduct a study on "How to improve the effectiveness of the Convention", the CITES Standing Committee has started the process of selecting the consultant(s) to carry out the study. Following the procedure established by the Standing Committee, a "call for proposals" has been sent by the Secretariat to "The Economist" magazine for publication, and to the roster of UNEP. Please find attached the "Call for Proposals". The Terms of Reference for the study has been adopted by the Conference of the Parties and are contained in document Com. 9.10. It would be appreciated if, given the very tight time frame, you immediately publicize the above-mentioned announcement as widely as possible, in order to ensure a transparent and broad participation in the bidding process. REVIEW OF THE CONVENTION ON TRADE IN ENDANGERED SPECIES: CALL FOR PROPOSALS The Standing Committee of the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) plans to conduct a study on "How to Improve the Effectiveness of the Convention" to determine whether CITES is meeting its objectives, and to recommend ways to improve its effectiveness. Phase 1 consists of a survey of the Parties and participants in CITES to determine areas of concern and interest and is expected to take about 6 months and cost no more than CHF 200,000. The Standing Committee now invites qualified organizations to submit a short Letter of Interest (no more than 5 pages) to conduct Phase 1. The Letter of Interest, responding to the Terms of Reference, should include: an overview of the proposed methodology; the qualifications and experience of the organization and key team members; approximate costs or the charging basis to be adopted; and a demonstrated ability to report in English, French and Spanish. The Letters of Interest must be received by close of business on 31 January 1995. Following a review of the Letters of Interest, qualified bidders from a short list will be asked to submit a full proposal. The successful bidder, if any, will then be chosen, after interview, by the Standing Committee meeting in Geneva in March 1995.
