Notification to the Parties

CONCERNING:

Control of operations that breed Appendix-I animal species for commercial purposes

1. The Secretariat intends to include the attached information, concerning a captive-breeding operation in Malaysia for Scleropages formosus, in the Register of operations that breed Appendix-I animal species for commercial purposes. This operation breeds a species that is already included in the Secretariat’s Register.

2. The Secretariat also intends to include in the Register the attached information concerning a captive-breeding operation in Singapore for Probosciger aterrimus. This application from the Management Authority of Singapore concerns a species that is not yet included in the Secretariat's Register. The operation concerned was formerly known as Singapore Avi Research Pte Ltd and was already included in the Register under A-SG-509 for Cacatua moluccensis and Eos histrio. The application meets the requirements for registration as laid out in Annex 1 of Resolution Conf. 12.10. The operation under consideration is the following:

3. In accordance with the provisions of Resolution Conf. 12.10, Annex 2, paragraph 1 b), the Secretariat hereby notifies all Parties of these applications for registration, and shall provide full information on the operations referred to above to any Party that requests it (in the language in which the application was provided).

4. In accordance with the provisions of Resolution Conf. 12.10, Annex 2, the operations will be included in the Secretariat’s Register 90 days after the date of this Notification unless the Secretariat receives an objection from a Party and such objection is not withdrawn within this time. In this case the Secretariat shall refer the documentation to the Animals Committee. The Animals Committee shall respond to these objections within 60 days. Then, the Secretariat shall facilitate a dialogue between the Management Authority of the Party submitting the application and the Party or Parties objecting to the registration, and shall provide the recommendations of the Animals Committee, and allow a further 60 days for resolution of the identified problem(s). If the objection is not withdrawn or the identified problem(s) not resolved, the application shall be postponed until it is decided by a two-thirds majority vote at the next meeting of the Conference of the Parties, or by postal procedures equivalent to those set out in Article XV of the Convention.
